The Saginaw County Community Action Committee, Inc., better known as the CAC, is the
Community Action Agency(CAA) for Saginaw County and operates a multi-purpose center.

CAAs are defined in both state and
federal law.

CAAs are formed by local communities to address the barriers to
self-sufficiency encountered by low income citizens.

CAAs bring together local
citizens, including low-income persons, to provide the community with a voice regarding the
opportunities that will best help all of their members to be self-sufficient, productive,
and contribute to community life.
The CAC is a local decision maker, linking community residents, the systematic assessment of local needs,
community-wide response, and service delivery. It is this commitment to our communities and
their
residents that distinguishes CAC and all CAAs from other human service
agencies.
